Lea Zuber

DMA team leader, DG COMP

RULEMAKER No. 3

The EU struck a big win for itself this year when it adopted two pieces of landmark legislation set to have a formative impact on the future of the web. One such item was the Digital Markets Act, which lays out a series of dos and don’ts for some of the world’s largest tech companies when it comes to competitive enforcement.

Lea Zuber heads up the Digital Markets Act task force in the European Commission’s Competition department. A seasoned Brussels bureaucrat, Zuber has worked in the EU executive since 2011, having taken on roles as a case handler as well as a legal and policy officer. She has gained experience working across several Commission services, including the technology and justice departments, before landing at DG COMP. As leader for the Competition department’s DMA task force, she will spend her time working on the EU’s recently adopted digital gatekeeper rules. Zuber’s experience working within several different Commission departments will be of service here, because implementation and enforcement of the new rules will very much be a cross-department effort, with officials from DG CONNECT and DG GROW also heavily involved.

What to watch out for this year: Zuber is unlikely to be sent out on the Brussels policy circuit too much over the next several months, but behind closed doors, she will likely hold counsel with a number of Big Tech platforms whose bosses may have questions about the EU’s efforts to clamp down on digital giants.

What’s their superpower: Having a solid legal background, coupled with experience working across several EU Commission departments. Zuber’s main asset will be her capacity to find common ground among conflicting voices across the Commission services.

Influence score: 18/30
