EU and US pitch ‘policy dialogue’ for Big Tech crackdown

The EU and the U.S. want to establish a “structured policy dialogue” to address transatlantic efforts to rein in the market dominance of Big Tech companies, according to a final version of the EU-U.S. Trade and Technology Council (TTC) statement, obtained by POLITICO.

The second TTC meeting takes place on Sunday and Monday on the outskirts of Paris, with the agenda set to be dominated by Russia’s military aggression in Ukraine. There will also be a series of commitments across 10 “working groups” that will lay out common policy approaches.

One group focused on data governance and technology platforms, proposes a transatlantic forum for exchanging dialogue on competition in digital markets.

“The aim is to establish a structured policy dialogue dedicated to key emerging issues in platform governance, including competition in digital markets, in order to find common ground on the scope of the challenges, to seek greater consistency where feasible in policy and regulatory approaches and to coordinate on enforcement (including on the contestability and fairness of the online platform economy),” the document states.

The new commitments come after the EU and the U.S. set up a Joint Technology Competition Policy Dialogue (TCPD) in June 2021, focused on collaborating across competition policy and enforcement in the technology sector.

The EU recently adopted its landmark Digital Markets Act, which establishes a broad series of dos and don’ts for Big Tech giants.

The U.S. is advancing its own legislation to crackdown on abusive practices in the platform economy. This includes efforts to outlaw abusive self-preferencing activities as part of the American Innovation and Choice Online bill, and the prohibition of anti-competitive actions on app stores as part of the Open App Markets Act.
